Simplify instructions and onboarding for users

We will do the following steps in CI/CD:

• build code package
• generate any CloudFormation that needs generation
• deploy code and CF templates to S3

Simplify the README:

• Don't require the user to do any generation of templates or uploading from their computer. Instead outline these steps in a Contribution guide or development section
