Media: Consider using webp if available

Feature Description

The WordPress performance core team is considering uploading webp version of images uploaded to the media library. Once webp is available, this will be prioritized when rendering images on the front end. The web stories project should consider if we should use webp. WEBP are not support by some legacy browser and other contexts.

Should we.

1. Force using original image / format like JPEG and not use webps.
2. Force using WEBP files.
3. Use a picture tag ( or similar ) and use both.
