Add loongarch64 support

Description

• Add loongarch64 support for install-golint.sh
• Since loongarch64 does not support -race , loongarch64 shield -race during testing

User facing changes (remove if N/A)

• User can install golint of the loongarch64 architecture
• make test on the Loongarch64 platform
