log tailing should be configurable per container

Expected behavior

I can configure my skaffold deployment/run to turn log tailing on for some containers and not others.

Actual behavior

I can either turn on log tailing for all the containers skaffold builds and deploys, or for none of them.

Information

I deploy an app using skaffold dev where some containers have a lot of log output that isn't particularly helpful to me.

(In my case, the app deploys several Istio proxies, and their output makes it hard to sift through for the lines I want from my app containers.)

I'd love to be able to enable log tailing for just my app containers and turn it off for the Istio ones.
