integration test gap not catching pod/deployment status checks hanging indefinitely

In Skaffold V2 there was a regression where pod status checks were hanging indefinitely but none of our integration tests seem to catch this. This issue tracks adding additional integration tests that specifically will catch if the status checker never reconciles (or hangs indefinitely).
