Cross-platform build not working reliably on GKE auto-pilot clusters

For GKE auto-pilot clusters, using Skaffold from M1 Mac devices, when the cluster has scaled down to 0 nodes, Skaffold cannot detect the node architecture and the image builds happen for incorrect platform linux/arm64.
