Support buildkit in GCB

we don't currently expose any way to enable buildkit builds on GCB, but since we provide the ability to specify a custom docker image, there's no reason why they can't be supported. we should add an option to enable buildkit for GCB builds in the config.

agree this is a nice feature, but this is not on our near future roadmap and we don't have extra capabilities for this. It would create if anyone from community can help with it.
