Revert `eclipse-temurin:*-focal` changes after docker is updated

I've had to set the base image in quite a few integration tests. This will all work fine for a year or two, but we should back it out at some point after docker on CI is upgraded to 20.10.16 or later.

Revert changes made in #3694 and #3695.
