fixes #2195

Would like more time to work on this, moving to 2.2.0 milestone. I'd rather not accidentally break anyone to push this change in.

I also ran into https://github.com/GoogleContainerTools/jib/issues/2195 Any chance this work can be picked up again?

@tnaroska thanks for your interest! It looks like there were still some risks to making the change when we looking into the implementation. We want to be careful about inadvertently breaking current behavior. We still need to gather some information before this can be picked up again.
