More versatile tar creation rule to install only necessary files from a .deb package

This can be useful, since there are open issues (such as #447 and #508) where we need to exclude unwanted files from a .deb when we install them.

After #553, we have a general rule to create a tar from a .deb package where we can list only those files we want, but it'll be really useful to have a more general and flexible rule with glob and inclusion/exclusion support to fix issues like #447 and #508.
