Unable To Mirror Blobs By Tag

Describe the bug While it is easy for most consumers to just pull latest-arm64 (and not worry about content changes), it is impossible for mirrors to pull blobs by tag (as the tag doesn't change, but the digest does) for latest.

To Reproduce Steps to reproduce the behavior:

docker pull gcr.io/distroless/static:latest

Expected behavior We expect the multi-arch latest tag to also have an additional tag assigned to the manifest / image index. We don't care what the tag is, as long as the additional tag isn't reused for later manifests.

Additional context The latest-amd64 image has an additional tag, can we also add this behavior to the latest image?
