using --test-report suppresses output

while developing locally, with --test-report set, the output is suppressed. makes it harder to debug things that are failing. you can set -v info to get a bit more info, but again, it's not very easy to diagnose why things are failing. also not very useful for CI logs.

if --test-report is used i think we should get full terminal output still, and the user could use -q if they prefer a quiet time.
