Support Shared VPC subnetwork

According to template documentation, regarding subnetwork:

Value can be either a complete URL or an abbreviated path. If the subnetwork is located in a Shared VPC network, you must use the complete URL.

Currently providing complete URL is not possible because of internal logic of variables manipulation.

Enhancement should be backward compatible.
