chore: Migrate simple_cloud_run kitchen -> cft

Current status: reviewed but slow to merge. Also, I added DefaultVerify() after the review (and it might fail), so it will need a re-review even if CI still passes.

This is to unblock https://github.com/GoogleCloudPlatform/terraform-google-cloud-run/pull/402, which will be changing test setup to be multi-project. The kitchen framework does not understand how to deal with a multi-project test setup, so it has to be removed.
