A no-op on FTL should cause FTL to run in less than a second

I have used 1 second as a strawman here. If the user does not change anything in their requirements.txt, then, the FTL stage should take less than 1 second in assembling the same previously created user-layer for all the dependencies since there is nothing to compute/download.
