It looks like both apache-beam and google-cloud-aiplatform depend on google-cloud-bigquery<3, so we'll have to revert back to bigquery 2.x for those, the latest still seems to be 2.34.4. I can make some of those changes and see what happens.

It looks like all tests are passing except for BigQuery. One of the samples has a comment saying that pyarrow has to be <7, so I wonder if that's the reason why they are failing. But I'm not too familiar with it.
