Cost on billing dashboard are wrong compared to Billing tool on the console

The cost I see in the console > billing tool and the cost of the billing dashboard are vastly different. I tried on two different months, two different projects, for each:

• the monthly cost was the same with a few euros of difference
• the split per service was completely different and does not have the same categories: all costs for services were different between the dashboard and the billing tool, and for example the billing tool shows a high Cloud ML Engine cost that does not exist on the dashboard.

I asked for access to the dataset containing the billing export to investigate
