Consider automatically recognizing and replacing the metadata tables for Liquibase

Liquibase automatically generates two metadata tables the first time it is used with a PG database. The DDL that is generated is not compatible with Cloud Spanner PostgreSQL. We should consider automatically recognizing and replacing these statements with something that is supported, instead of requiring users to create them manually.
