Test the Integration with Cloud Logging

Tests should verify that the contract with App Engine flex is obeyed - logs sent by an application to stderr and stdout should be viewable in the cloud logging API, or via gcloud.

This should be tested using the runtimes-common integration testing framework. See https://github.com/GoogleCloudPlatform/runtimes-common/tree/master/integration_tests#custom-logging
