Since this is a major bump, ideally, we'd test the cloudbuild.yaml file.

I'll go ahead and will merge this PR. It will close this other PR https://github.com/GoogleCloudPlatform/microservices-demo/pull/1020. I haven't tested myself this within Cloud Build, if there any issue found, we will address them later.

General question, where and by who this Cloud Build definition is used? This hasn't been used/updated since 2019? https://github.com/GoogleCloudPlatform/microservices-demo/commits/main/cloudbuild.yaml
