Cloud Composer - add new XL environment size

Cloud Composer environments in Composer 3 major version are introducing new environment size - Extra Large. It will provide significantly more power and capacity than the current "Large" size, catering to users who are hitting performance limits.

Yes, we are planning to release it this quarter. Otherwise, the feature is guarded until full roll out.
