Tested in https://github.com/GoogleCloudPlatform/magic-modules/pull/13803
Unit test did not cover the run function since it depends on some folder structure.

@shuyama1, since there is a new check for large PR, I split this into 2 parts, and move part 1 to https://github.com/GoogleCloudPlatform/magic-modules/pull/14297. So after part 1 can be merged, I will rebase and see whether this PR can pass that PR size check.
