set cloud_run_v2_service revision to default_from_api

The revision is auto set from the api if not specified, leading to a permadrift if the revision is not supplied.

Related to https://github.com/hashicorp/terraform-provider-google/issues/17218

Release Note Template for Downstream PRs (will be copied)

resolves a bug where the revision name cannot be ignored.
