Track deploy AppEngine operations in the Task Status Center

Us IVsTaskStatusCenterService to track long running deploy to AppEngine operations in the task status center (lower left button in Visual Studio). This will allow us to:

  1. Allow a user to cancel (stop waiting for) a deployment.
  2. No lock all of visual studio from doing useful things while the deploy occurs.
