Rework creating mock IGoogleApiFactory

RunOptionsDefaultsComponentTest and MiniSelectorTest, and possibly others, mock up instances of IGoogleApiFactory for tests. Wiring up the responses is a bit tricky, and we're repeating code. And some of the services are inter-related, such as the Services Management and Cloud Resource Manager services, where they deal with the same projects. We should consolidate this information into a single mock factory, perhaps using a builder pattern.
