Move samples to .NET Core 3.1 and C# 8

We are currently supporting .NET Core App 2.1, 2.2 and 3.1. Moving forward we'll only support 2.1 andd 3.1 which are the ones wich MS will keep support for in the long term. For removing 2.2, we'll need to update some samples.
