Resolve errors encountered on Qwicklabs(GSP439)

When completing the lab on "Data Pipeline: Process Stream Data and Visualize Real Time Geospatial Data". There is a 404 error when running the simulate script. The error is caused by the difference in the table name created for the lab project and the one on the simulate.py script. To make the script more flexible, I think it is better to allow the table name to be passed in as a command line argument
