We are hard coding the buildpacks version in https://github.com/GoogleCloudPlatform/cloud-run-button/blob/1e0ce964befbe327d2e7dd4652fb77427bbaaa9a/cmd/cloudshell_open/main.go#L356

We should look to updating this to a newer tag (not "latest", probably)
