New JLBP proposal: Subdivide libraries

Per Lukasz, "Fragment the library/artifact that is built in such a way where dependencies for optional addons are in separate libraries/artifacts and users can pull them in if they use them."

e.g. Jaxen navigators have not done this, and it has caused pain
