Add VPC SC error handling and propagate uid in user facing error message

Differentiates 403 caused by VPC SC perimeters vs other 403 responses. When the cause is VPC SC, propagates the VPC SC uid for further troubleshooting.

Intent is to save users time when permissions are not the root cause of the 403 response.
