.NET 10 support

Hi, in the .NET 9 issue, @HarshaliRaka mentioned that .NET support in buildpacks is going to be limited to LTS releases. The next .NET release, .NET 10, is releasing in November and will be LTS.

Now that RC1 is out with a go-live license, I wanted to flag this now so it will be possible to get support ready in time for the release (or soon after).

Thanks for the heads up @EatonZ . We have .NET 10 support in our Q3 / Q4 roadmap this year
