FR: adk-base agent auto reload after file change

Developing locally using "make playground", I have to restart the server for any changes to agent.py to take effect. It would be nice if it reloaded after file changes. I'm developing in the gcp cloud editor.

I can confirm it doesn't work for me either.

Once fixed in ADK, it should work in all templates here. Thanks for flagging

This was fixed in adk 1.8.0!
