[mlvm] MLVM action tests are failing

After recent test failures, I've been reviewing the mlvm action and I've found that it is overly complex and brittle.

This issue is to track the re-factoring of the action into a single monolithic installer rather than its current implementation as a complex pipeline of conditional fetches and executions of other un-versioned scripts within this repository.
