OSS metrics collection configuration action

Create a new action which allows users to make modifications to metrics collections configuration. Provide basic instructions and guidance on how to modify the configuration. Use sed or similar to modify existing log4j configuration options.

This should allow customers to change the log level of given log files such that they show up in cloud logging with the appropriate priority or augmented log entries, etc.
