Move documentation to JSDoc

There's no JSDoc to speak of in the current state of the library. Longer-term, it would be good to move to a process that auto-generates documentation based on JSDoc (to match what we're planning for other libraries), so moving over the current documentation captured in the README to JSDoc would be a first step.
