Disable Category filter when it has zero cookies

Feature Request

Description: When the user accesses a page with zero cookies from one specific category, the category filters link is enabled even though it has zero cookies. When the user clicks on it, it goes to the cookie table with no filter selected. The ideal scenario is to disable this cookie filter link when no cookies are under the related category.

Motivation: This behavior can confuse users who click in a filter and land at the cookie table with cookies from a different category.

Acceptance Criteria:

• [ ] Disable filter when it has zero cookies
