"Set Via" filter having inconsistent data

Describe the bug When we initially load the page, there are a few cookies that are set via JavaScript, but when we reload the page, those same cookies are listed as set via HTTP.

To Reproduce Steps to reproduce the behavior:

  1. Go to 'https://www.flipkart.com'
  2. Open Privacy Sandbox tab
  3. Goto "Cookies" -> "https://www.flipkart.com" section
  4. Click on the "Filter" icon
  5. Expand "Set Via" section
  6. Check "JS"
  7. Note down the names of the cookies
  8. Reload the page
  9. All the cookies will now show up as HTTP cookies even though they were set by JS

Expected behavior Extension should remember which cookies were set by JS and which were set by HTTP in order for "Set Via" filter to work consistently
