visbug label enhancements

• always show for every tool
• some tools it fades away after a short time and initially appearing
  • always comes back when hovering near it
• labels can be dragged to reposition an element (removes position tool, ensure grabbing frame works too)
• labels can be hovered to show their parents for easy selection
  • hold shift and select a parent to multi-select
