INP breakdown and LoAF integration with web-vitals v4

Alternative to #175 this uses the upcoming v4 build of web-vitals which allows INP breakdown and LoAF integration.

This allows us to do things like this:

Outstanding questions

  • Is this the best use of LoAF? Have suggested a table list but open to ideas here
  • ~We should update the Interactions metrics to be the same as INP, but will wait for web-vitals.js to finalise before doing that.~ Edit: Done
