Report / CI Diff Tool-Tip Render Flicker Issue

Describe the bug When hovering over an orange report dot in the Performance Timeline, the tool-tip (shows score, Report link, and CI Diff link) will flicker preventing the user to click on Report or CI Diff link

To Reproduce Steps to reproduce the behavior:

1. Go to a project dashboard
2. Hover over a report dot in the Performance Timeline
3. Try to click Report or CI Diff link

Expected behavior

• Tool-Tip to NOT flicker and allow user to click Report or CI Diff link

Logs/Screenshots

• You can't see my mouse, but pretend I'm hovering and trying to click Report or CI Diff link
• You can see that the tool tip disappears; thus not allowing me to click on these links
•
