Dev tools prevent sleep

When dev tools are opened in the last couple of Chrome releases, the screen won't turn off and there is no sleep for my Windows 10 laptop.

Sounds like a bug report best filed at https://crbug.com/new . This repository is for the documentation (which is now no longer even hosted in favor of another resource) and not about the devtools itself.
