There are a bunch of templates where we need to rename "intent to implement" to "intent to prototype". We also need to decide if "intent to prototype and ship" is the right naming for e.g. small web exposed changes where prototyping, implementation and shipping typically happen in a single CL.

Try a hard page reload. Do you still see a lot of the word "implement" in the forms?
It should be only in one place and that is intention.
