Rename “Published Standard”

The drop-down descriptions for the various spec states are pretty clear when editing, but in the search results it just says “Published Standard” which seems to be confusing, since we publish all of our developing standards, not just the ones in a completed state.

My suggestion is to use “Completed Standard” instead.
