For improved gantt charts, missing members should fail gracefully.

Describe the bug The new gantt charts are a huge improvement over the old ones. As Jason said yesterday, with the new gantt charts you know instantly when something is wrong with the data. One such problem is the chart for Network State Partitioning. Our database doesn't list an end milestone for its origin trial. This is easily remedied, but in the meantime, it would be nice if the chart would fail gracefully instead of as it is shown below.
(This feature is currently not listed on the OT dashboard for either active or completed origin trials. I've emailed the feature owners.)

I think we could use one of the following phrases when only one end of the OT is defined:
- Origin Trial: Starting N
- Origin Trial: Ending N
I was the one who suggested a soft fix. I must have been having a bad day.
Origin trials always have endings. We should just enforce that.
