On https://googlechrome.github.io/CertificateTransparency/log_policy.html, clicking the link to https://issues.chromium.org/u/1/issues/new?component=1456813&template=0 gets an HTTP 400 error page.

This link appears to be the correct one now: https://issues.chromium.org/issues/new?component=1456813&template=0
