[NGW] Feature flag for URL Redirect of GoodWallet (webapp)

1. Feature flag that allows URL redirect for specific wallets and/or specific countries.

Redirects all traffic from: https://wallet.gooddollar.org/

To: https://goodwallet.xyz/

2. Development of a unique URL for NGW users to access GW1 without the redirect happening

Acceptance Criteria: [ ] Feature flag works: URL only for webapp users and based on feature flag settings (e.g. to only specific wallets or countries) [ ] User within the feature flag parameters are able to navigate to a unique URL from the NGW without being redirected
