convert permission for app.hubspot.com to optional

Optional permissions do not prompt users on install of the extension but instead when the extension tries to do something with the required permission.

Might be good to do this. Improves security of the extension and makes it seem less "scary".

Though I hope any developer installing the extension would expect it to request access to update things on HS.
