CSS tweak - if UI tweaks are enabled move the update tools button in old design manager

The current location and size of the update tools button is kind of annoying, would be cool if someone added CSS to resize/move that button somewhere less obnoxious. You can add that CSS to the darktheme css file and submit a PR. If you do that we'll help you with getting it so it only shows up if the user has UI Tweaks enabled. :)
