Add toggleable feature to color code Icons in Design Manager

To make it easier to find things, a coworker of mine had a bookmarklet that would color different icons in the design manager so you could identify like CSS, html, js, custom module, etc more clearly in the tabs and in the file structure.

This is a feature that should be a toggle on feature. I wouldn't assume everyone wants this.
