can't find dsjavaproperties during cluster install

Hi, I'm following this guide for ersion 4.2 and in the replication chapter I am supposed to run /opt/opendj/bin/dsjavaproperties but it is nowhere to be found on the system. I Tried to ignore it and continue with the next step but i'm now stuck with Could not connect to 10.66.20.11:4444. Check that the server is running and that it is accessible from the local machine. Details: Connect Error: Connection refused after running /opt/opendj/bin/dsreplication enable --host1 10.66.10.11 --port1 4444 --bindDN1 "cn=directory manager" --bindPassword1 REDACTED --replicationPort1 8989 --host2 10.66.20.11 --port2 4444 --bindDN2 "cn=directory manager" --bindPassword2 REDACTED --replicationPort2 8989 --adminUID admin --adminPassword REDACTED --baseDN "o=gluu" -X -n

It might be the cause, or I might have missed a point. Any help would be appreciated.
